Holiday Food Drive
The Jackson Hole Airport will be accepting non-perishable food donations from November 17th through December 20th. Place donations in the bin located in front of the Security Screening Checkpoint and receive a coupon for a free drink from the Jedediah’s Coffee Kiosk located in the ticketing terminal. All donated items will be delivered to the Jackson Hole Food Cupboard. Thank you for supporting your local community during this holiday season.

REQUEST FOR COMPETITIVE BIDS ON-AIRPORT RENTAL CAR CONCESSIONS
JACKSON HOLE AIRPORT, JACKSON, WYOMING
Notice is hereby given that the Jackson Hole Airport Board (the “Board”) is inviting sealed bids from interested qualified parties for the management and operation of three (3) on-airport rental car concessions at the Jackson Hole Airport, Jackson, Wyoming, each for a term of three (3) years, beginning May 1, 2018.
Sealed bids will be received at the office of the Executive Director, Airport Administration Office, 1250 E. Airport Rd., Jackson, Wyoming 83001, until 4:00 p.m. on January 16, 2018 (the “Bid Date”). Each bid shall be accompanied by a bid bond or a certified or cashier’s check payable to the Board in the amount of Ten Thousand and No/100 Dollars ($10,000). The check or bid bond shall be given as security to guarantee that if the bid is accepted, a Rental Car Facilities Lease and Concession Agreement will be entered into by the successful bidder in accordance with its bid, and its performance properly secured.
All bid proposals shall become the property of the Board and will not be returned to bidders unless a written request to withdraw is received prior to the Bid Date. Financial information contained in bids, other than minimum annual guarantees, will remain confidential if so designated in advance by bidders. No bidder may withdraw its bid for a period of 45 days after the Bid Date.
After receipt of the bids and completion of the review process, the Board may award on-airport rental car concessions to three (3) qualified bidders which, in the judgment of the Board, will provide the highest compensation to the Board for the privileges and rights to be granted. The Board reserves the right to reject any and all bids, to reject bids of unqualified bidders, or to accept any bid which is deemed to be more advantageous to the Board.
In accordance with Regulations of the U.S. Department of Transportation, 49 CFR Part 23, Subpart F, the Board has implemented an airport disadvantaged business enterprise (ACDBE) concession plan under which qualified firms may have the opportunity to operate an airport business. The Bidder shall take all necessary and reasonable steps to achieve participation in the ACDBE concession plan.

Jackson, WY…. In May 2017 the Jackson Hole Airport Board (Board) found that a second FBO could be accommodated at the Jackson Hole Airport, once the Airport’s new fuel facility is operational in 2018. It directed staff to develop an RFP for a second FBO at the Airport. While this was being developed, the current FBO operator, Jackson Hole Aviation LLC (JHA), approached the Board about purchasing its assets to avoid probable inefficiencies associated with having two FBOs operating on the same ramp. At its November 1st Meeting, the Board considered both options, and selected the purchase of JHA’s assets – for $26 million

The NPOAG advises the National Park Service on implementing volunteer agreements with stakeholders that include the Federal Aviation Administration, municipal airport authorities, air tour businesses, conservation organizations and tribal organizations. “Eastman’s membership speaks volumes towards Eastman and the airport’s commitment to environmental stewardship,” said David Vela, Superintendent, Grand Teton National Park.

On October 17, 2017, the Jackson Hole Airport will be making some minor changes to the parking lot configuration. Enterprise Rental Car will be relocating to rows 1 and 2. The short term parking spaces, along with handicapped parking and new Electric Vehicle Charging Stations will move closer to the Baggage Claim Entrance. The purpose of the reconfiguration is to consolidate the public parking into one area and do the same for the rental cars. The Airport would like to remind users that the entire public lot has free short-term parking. Overnight parking fees remain the same at $12.00 per overnight stay.

The Jackson Hole Airport Board (the “Airport Board”) is soliciting qualifications and experience information for its use in selecting a qualified firm to provide on-call environmental consulting services to the Jackson Hole Airport Board (the “Board”), which owns and operates the Jackson Hole Airport (the “Airport”).
The Board is seeking a Consultant to address and resolve airport environmental issues and assist the Board with the development and implementation of a Sustainable Airport Manual and Program(s) (SAM). A wide variety of skills and expertise in environmental services will be required to complete specific assignments. Because portions of the work conducted by the successful Respondent may be funded in whole or in part with Airport Improvement Program (AIP) funding, the contract and all task orders will be subject to Department of Transportation (DOT) and FAA contract, procurement, and disadvantaged business enterprise (DBE) regulations, and related requirements.

American Airlines to Fly Year-Round to Jackson Hole
Jackson Hole, WY –– It is with pleasure that the Jackson Hole Travel & Tourism Board, JH Air Improvement Resources Board and American Airlines announce the opportunity to provide YEAR ROUND air service to Jackson Hole, Wyoming. Beginning Spring 2018, American Airlines will fly a daily CRJ700 from Dallas Fort Worth, TX to Jackson Hole, WY, complementing their A319 service during the summer and winter.

AIRPORT BOARD INVESTIGATES PURCHASE OF FIXED BASE OPERATION

In May of this year, the Jackson Hole Airport Board determined that under applicable FAA guidelines, when its new fuel facility became operational in mid-2018, it would be required to accommodate a second Fixed Base Operator (“FBO”) at the Airport. It therefore directed staff to develop a Request for Proposals (“RFP”) for that second FBO.
Thereafter, the Airport’s current FBO, Jackson Hole Aviation LLC (“JHA LLC”), approached the Airport’s Executive Director and suggested that the inefficiencies associated with two FBOs operating on the same ramp could be avoided, if the Board purchased and operated the single FBO on the Airport.
Though a second FBO must be accommodated under FAA’s general rule, the law provides an exception in situations where the airport operator itself chooses to exclusively own and operate the FBO. This has been done at several airports in the United States.
The Board’s Executive Director, attorney and General Aviation Committee have begun to investigate and study such a possible purchase. This review is ongoing, and the General Aviation Committee is not yet prepared to make a recommendation to the Board.
The Board believes a careful investigation regarding purchase of the FBO is in the public interest, because such a purchase might (a) allow for better efficiency and safety of operations on the general aviation ramp and at the fuel facility, (b) avoid the cost of constructing duplicate FBO facilities, © conserve scarce Airport land; and (d) permit the Board to achieve a good return on its investment – helping to assure the Airport can fund needed capital improvements and remain financially self-sufficient.
At its August 16, 2017 meeting, the Board therefore adopted a motion to (1) continue to hold in abeyance the application for a second FBO, and the request of JHA LLC to build additional FBO facilities, and (2) postpone until its September meeting, the issuance of an RFP for operation of a second FBO at the Airport. The Board anticipates that by its September meeting the General Aviation Committee will have completed its review and be in a position to make a recommendation to the full Board regarding a possible purchase.
Issuance of an RFP for a second FBO in September, or even October, would still be nine or 10 months in advance of when the new fuel facility is expected to begin operations, and thus when a second FBO could first be accommodated on the Airport. Because the Board proposes to construct necessary capital improvement – the fuel facility, hangars and parking – this time frame should be adequate.
In the meantime, preparation and refinement of an RFP for a second FBO will continue. This will ensure that when the Board is presented with a recommendation regarding purchase of the FBO, it will be in a position to either immediately issue the RFP for a second FBO, or pursue the purchase of single FBO on the Airport.

FOR 2017 BUSINESS READY APPLICATION FOR COMMUNITY GRANT AND LOAN PROGRAM PROJECT
The Wyoming Business Council (WBC) is seeking grant and loan applications from counties, municipalities, joint powers boards, and tribes for the Business Ready Community (BRC) Grant and Loan Program. The program helps to ready communities for new business development through economic or educational development projects which may include, among other things, airport projects. The rules governing the BRC Grant and Loan Program are available through the WBC or http://www.wyomingbusiness.org.
The Jackson Hole Airport Board (Board) intends to submit an application for a BRC loan and grant for construction of a consolidated above ground fuel facility (the “Project”). The current capacity of the fuel facility at the Airport is not sufficient to meet the needs of airline and other aircraft during times of peak demand. To address this problem the proposed facility will provide 3 days fuel storage, compared with one day in the current facility.
The Project will be a common use facility with a smaller footprint that would provide the Airport with sufficient fuel capacity to handle existing and anticipated future passenger volumes and peaks. This will enhance air transport to the community, which in turn is expected to retain and promote businesses which use the Airport and rely on adequate community air service, and thus will support the economy of Teton County.
The Project is estimated to cost $10.3 million. The Board is exploring a variety of funding sources for the Project, including the BRC Grant and Loan Program administered by the WBC. The Board proposes to apply for a $1.5 million loan and a $1.5 million grant under this Program. Matching and additional moneys for this Project would come from Board reserve funds.

Public Hearing: Rules of the WBC require the Board to solicit citizen input through a public hearing before submission of an application. The Board will hold such a public hearing as part of its regular meeting on August 16, 2017, commencing at 8:30 a.m. in the Board Room at the Jackson Hole Airport. Immediately after the public hearing, the Airport Board will consider all comments and the adoption of a Resolution approving the filing of an application.

The Jackson Hole Airport Board (“Board”) is the owner and operator of the Jackson Hole Airport (“Airport”). The Board hereby provides notice and invitation to qualified lending institutions authorized to do business in the state of Wyoming (“Bank”) to submit proposals to provide a loan (the “Capital Improvement Loan”). Proceeds of the Capital Improvement Loan would fund in part the costs of planning, designing and construction of a new fuel facility at the Airport.
Proposals will be accepted until 1:00 p.m., local time, on Monday, August 28, 2017(“Proposal Due Date”) in the office of the Airport Executive Director. The Jackson Hole Airport Board approved an employee Housing/Transportation Stipend in their monthly Board Meeting today. Each full-time employee working for the Jackson Hole Airport Board will receive $400 per month to help with housing and transportation costs. The issues of housing and transportation in this valley are complicated. There is no single solution that will apply to all individuals in all situations. The Jackson Hole Airport Board and Staff had brainstorming sessions, extensively researched numerous options and analyzed employee demographics in order to better understand employee’s needs. The Board felt this new benefit would impact every employee and help them with the housing and transportation burden of working in Teton County. The Jackson Hole Airport Board (the “Airport Board”) is soliciting qualifications and experience information for its use in selecting a design-build contractor to provide planning, design and construction services for up to three (3) approximate 120-foot by 120-foot open-span aircraft hangars (the “Hangars”) at the Jackson Hole Airport, Jackson, Wyoming (the “Airport”).
Interested design-build contractors should first respond to the RFQ portion of the solicitation document. Based on RFQ submissions, the Airport Board expects to select between two and four design-build contractors which will be asked to respond to the RFP portion of the document, by submitting proposals for the design-build of one or more such hangars.

A variety of commercial ground transportation services are available to and from the Jackson Hole Airport (the “Airport”), including taxis, executive service providers, shuttles, courtesy vehicles and bus services. The Jackson Hole Airport Board (the “Board”) regulates ground transportation businesses on the Airport through a “Ground Transportation Rule,” seasonal “ground transportation plans” adopted pursuant to the Rule, and agreements with individual ground transportation providers.
The Wyoming Legislature has recently adopted Enrolled Act No. 84 (the “Act”), which creates Chapter 20 of Title 31, Wyoming Statutes, authorizing “transportation network companies” (TNCs”) such as Uber and Lyft to operate in Wyoming.
Before it can enter into agreements with TNCs authorizing them to do business on the Airport, the Board must amend its existing Ground Transportation Rule. The Board therefore proposes to amend and restate its Rule to, among other things, (1) provide that TNC’s are a separate class of ground transportation provider at the Airport, (2) require TNCs operating at the Airport to comply in all respects with the Act, and (3) authorize TNCs to enter into an operating agreement with the Airport Board, so TNC’s drivers and/or vehicles may pick-up or drop-off passengers or property at the Airport.
Copies of the proposed amended and restated Ground Transportation Rule are on file at the Airport’s administrative office and copies may be obtained from the Executive Director.

Uber Comes to Wyoming and the Jackson Hole Airport
Uber plans to start service across the state of Wyoming at 5 pm Friday March 3 including Jackson.

Governor Matt Mead intends to sign legislation at 2 p.m. today making it legal for transportation network companies like Uber and Lyft to operate in Wyoming. Uber has launched Wyoming as its newest location on their website, www.uber.com.
It is important to know, service will not immediately be available to and from the airport as the new service requires a change to the existing Ground Transportation Rule. This necessitates a formal public notice and public hearing process which has started effective today.
“The Airport is excited about additional transportation opportunities for customers. However, there are some additional steps required first,” said Jim Elwood, Executive Director. “We appreciate the community’s patience during this process.”

The Jackson Hole Airport Board (“the Board”) announces the availability of a Request for Qualifications (“RFQ”) for professional audit services to the Board for the fiscal year ending in June 30, 2017, and at the Board’s option, for fiscal years ending in 2018 and 2019. The Board is seeking Qualifications from qualified firms, particularly those having audit experience with a Wyoming unit of local government, a governmental entity operating a federally assisted airport, and compliance with OMB A-133. A mandatory pre-proposal conference, which may be attended in person or by telephone, will be held on March 30, 2017 in the Board Room of the Jackson Hole Airport, (307) 733-7695. A copy of the RFQ should be obtained prior to the pre-proposal conference. The deadline for submission of qualifications is April 12, 2017 at 4:00p.m.

GTNP Seeks Public Comments for Airport Wildlife Hazard Management and Habitat Restoration Environmental Assessment »
Grand Teton National Park is developing an environmental assessment to address wildlife hazard mitigation and greater sage-grouse habitat restoration in and around the Jackson Hole Airport in the park. Jackson Hole, Wyoming…. American Airlines has announced their decision to add seasonal summer service from Phoenix to Jackson Hole to better serve travelers beginning June 2017. Phoenix service will be offered mid day with an arrival time from Phoenix at 3:11 p.m. and a departure time from Jackson at 4:45 p.m. These flight times are beneficial as they occur during lower activity levels at the Airport.

Green Fleets is an alternative transportation consulting service of Yellowstone-Teton Clean Cities. Green Fleets strives to improve the environmental and economic performance of partner organizations through alternative vehicles, fuels, technologies and strategies.
Current fleet data is analyzed to quantify baseline petroleum use, greenhouse gas emissions and cost. After fleet goals and objectives are established, recommendations are calculated then compiled into a comprehensive report. The Jackson Hole Airport received the Green Fleet award in October for using plug-in hybrid electric vehicles instead of gas sedans, replacing conventional diesel with biodiesel and implementing an anti-idling policy. These initiatives will eliminate 2 Tons of greenhouse gas emissions and reduce the Airport’s use of petroleum by 1,515 gallons.
Paul Walters represented the Jackson Hole Airport for an award presentation at the October 25th, Yellowstone-Teton Clean Cities Board and Stakeholder Meeting in Idaho Falls.

The United Station at the Jackson Hole Airport received the Golden Boot Award for December 2015!!! In December, United staff worked so diligently that 40% of their flights left early. Untied Ramp and Customer Service agents moved over 4 million pounds of luggage and finished 2015 by beating the company’s customer satisfaction rate goal! Congratulations to the United Jackson Station!

The “Golden Boot Award” is a United Airlines ski season performance competition between Jackson Hole, Eagle/Vail, Aspen, Pueblo, Hayden/Steamboat Spring, Montrose/Telluride, Grand Junction, Gunnison/Crested Butte and Durango. Our United customer satisfaction for overall airport experience in Jackson is at an all-time high of 85%. This award is a definite reflection of the hard work and dedication from Skywest General Manager Jen Brewer and the entire SkyWest team.

Jackson Hole Airport (JAC) has undertaken a parking lot/rental car facility upgrade planning project. This includes relocating and expanding the parking lots and replacing the rental car Quick Turn Around (QTA) facility. This project may require updating the existing wastewater treatment system.
